SLD Deadline 2026: Phase 1, 2 & 3 Explained | PasangSLD

The SLD deadline is not one date — it is three phases based on your vehicle's year: 1 Oct 2025, 1 Jan 2026 and 1 Jul 2026 (Phase 3 now deferred, a grace period). 'Deferred' does not mean safe: 8,924 investigation notices have already been issued, and compliance sits at just 15%. Here is the full timeline and what the deferment really means.
1. The Three-Phase Timeline
Phase 1 — 1 Oct 2025: vehicles from 2015 onwards verify SLD functionality (90 km/h cap, warning at 85, UN R89). Phase 2 — 1 Jan 2026: pre-2015 vehicles, activation via the ECU. Phase 3 — 1 Jul 2026: pre-2015 vehicles without ECU support, full retrofit — full enforcement deferred.

2. What 'Deferred' Actually Means

FAQ
When is the actual deadline to install an SLD?+
It depends on the phase: 1 Oct 2025 (2015-and-newer vehicles, functionality verification), 1 Jan 2026 (pre-2015, ECU activation), 1 Jul 2026 (pre-2015, retrofit). Full Phase 3 enforcement is deferred for now, but the installation requirement still stands.
If Phase 3 is deferred, can I wait first?+
You can, but it is risky. JPJ has already issued 8,924 Section 114 investigation notices (Oct 2025–Mar 2026), and once full enforcement is announced, workshop slots will fill up fast — only around 15% of vehicles were compliant as of Mar 2026.

Entry packages are advertised at around RM400–600, but real quotes can reach RM1,700–3,000 depending on device grade, ECU compatibility, wiring, calibration and documentation.
