1. The Three-Phase Timeline

Phase 1 — 1 Oct 2025: vehicles from 2015 onwards verify SLD functionality (90 km/h cap, warning at 85, UN R89). Phase 2 — 1 Jan 2026: pre-2015 vehicles, activation via the ECU. Phase 3 — 1 Jul 2026: pre-2015 vehicles without ECU support, full retrofit — full enforcement deferred.
