1. What Is the JPJ SLD

The SLD (Speed Limit Device) caps maximum speed at 90 km/h, with a warning at 85 km/h, following the UN R89 standard. Newer vehicles usually have this function built into the ECU (activate and verify only); older vehicles may need a device retrofit.

3. Three Enforcement Phases

Phase 1 — 1 Oct 2025: vehicles from 2015 onwards verify SLD function. Phase 2 — 1 Jan 2026: pre-2015 vehicles, ECU activation. Phase 3 — 1 Jul 2026: pre-2015 without ECU support, retrofit — full enforcement deferred, grace period ongoing.

JPJ has issued Section 114 investigation notices (8,924 between Oct 2025 and Mar 2026), not blanket summonses — and SLD status is also checked at PUSPAKOM.
