SLD JPJ Guide 2026: Rules, Process & Cost | PasangSLD

From October 2025, JPJ enforces SLD installation in phases across commercial vehicles — 513,679 vehicles in scope, compliance still only around 15%. This guide covers it all: what the SLD is, who must install, the three phases, the installation process, documents and market cost.
1. What Is the JPJ SLD
The SLD (Speed Limit Device) caps maximum speed at 90 km/h, with a warning at 85 km/h, following the UN R89 standard. Newer vehicles usually have this function built into the ECU (activate and verify only); older vehicles may need a device retrofit.

2. Who Must Install

JPJ has issued Section 114 investigation notices (8,924 between Oct 2025 and Mar 2026), not blanket summonses — and SLD status is also checked at PUSPAKOM.

Market cost: advertised prices start at RM400–600; real quotations can reach RM1,700–2,500 depending on device grade, ECU, wiring and calibration. Be wary of cheap packages that never mention the slip.
